No, the boost fooler is designed to allow you to build 10psi more boost before the wastegate will open.

Yes. It will still fool this system. A tuner will allow you to build more boost.
Would this product solve a trouble code p0238 for the map sensor I have replaced mind twice now and it still throws the code.Or is there a problem why it keeps doing this.I have a 04 dodge 2500 cummins 5.9 lt.

No, this product is designed to prevent over boost codes when running a programmer.
Will this help with TC Lock Up in my 2001 RAM 2500 5.9L?

No, it is designed to fool the amount of boost the ECM sees from the map. This will allow you to build 10psi more boost without getting an over boost code.
